Causes relieving either party of obligations under the Agreements shall be deemed to be any such, arising after the agreement concerned has been finalized, which prevent compliance with its terms by reason of exceptional, unpredictable events outside the control of the parties. The party invoking the present clause shall notify the other party, in writing and without delay, when the relevant circumstances arise and when they cease to apply, and shall substantiate the relevant occurrence by means of a certificate issued by the appropriate authorities in its country. Where such causes persist for more than 4 (four) months, either party may request the other to grant a new period of grace during which the requesting party must fulfill its obligations. Where such obligations are not met within the extended period thus granted, either party may rescind the agreement by means of written notice, without the need for application to any court for termination thereof.
