1.I'm afraid not.
2.Well, I guess not.

后者

2好于1，因为I'm afraid not多用于对对方不太有利的时候，而这句表达自己不介意，当然不用I'm afraid not.
另外表示不介意，常说：Certainly not. Of course not. Not at all.

i'm afraid not我恐怕不能（比较委婉）
没有为什么，可以说是英语习惯，更直接来说就是书上说的。
