The Republic of France is a presidential democracy and is a founding member of the European Union. The bicameral parliament consists of the Assemblée Nationale (National Assembly) which has 577 members, elected by a two ballot system, for a five-year term in single seat-constituencies (which may be dissolved by the President at any time). The Senat (Senate) has 321 members, 309 elected for a nine year term from departmental electoral colleges consisting of the national and elected representatives of the department, one third of them renewed every three years, and 12 members by the Conseil Supérieur des Français de l'Étranger (High Council of French Citizens Living Abroad), a 150 member assembly elected by the citizens of France living abroad. The national government of France is divided into an executive branch, a legislative branch and a judiciary branch. The chief political figure in France is the President of the Republic. Following a change in the constitution made in 2000, the people elect the President for a five -year term. When the President’s political party controls parliament, the President is the dominant player in executive action with the Prime Minister having secondary importance. However, in periods where the President and the Prime Minister are from different political parties (cohabitation), the Prime Minister enjoys significant autonomy as the President ’s dominance becomes more limited.
