If your cargo must be secured with wooden dunnage,mark July 5 on your calendar. That’s when U.S. officials will begin enforcing rules requiring a stamp that shows the wood has been heat-treated or fumigated before it enters the U.S.
Customs and the Department of Agriculture began applying the rule on Feb.1 to crates and pallets. Enfore-ment will be extended on July 5 to wood dunnage – loose packaging placed around bulky cargo to protect it from in-transit damage.
No stamp, no entry, Customs says that if untreated wood packaging material arrives at the port, it won’t be allowed into the country. No treatment of the noncompliant material will be allowed at the ports, and all costs associated with inspection, emergency fumigation, separation and shipping will be borne by the importer. The new rules follow the international Plant Protection Convention, developed by the U.N.’s Food and Agriculture Organization to limit the spread of invasive pests such as the pinewood nematode.
Customs and the Department of Agriculture had planned to begin enforcing the rules last September, but postponed implementation to avoid disrupting trade. A test last July showed that approximately 75 percent of import shipments did not comply with the marking requirement. Consequently, Customs followed a policy of “ informed compliance “ between Sept. 16 and Jan.31. The agency warned importers that they were in violation of the standards but did not impose penalties.
Cathy Sauceda, director of special enforcement in Customs’ Office of Field Operations/Trade Programs, said enforcement of the rule for crates and pallets has gone smoothly. “ Several locations on the southern border have seen more noncompliance, but nothing that has been a disruption to trade,” she said.
