“it is＋adj”这种结构一般都用不定式，而capable这个形容词并非用这种结构的。capable的主语就是这个形容词要修饰的事物。
able和capale都有“能够，有能力”的意思，其主要区别如下：
一、用作表语时：
1、在意义上，able表示褒义，capable则可以表示褒贬两种意思；
2、搭配上，able仅能用于有生命的人或动物，而capable还能用于无生命的事物。
3、able 后接不定式：be able to do sth.
capable后接 of + （动）名词：be capable of doing sth.
二、用作定语时：capable表示的“能力”没有able强。
able指“精明能干”，capable仅指一般能力的“能干的”。
如：He is an able man.他是个精明能干睥人。
而：He is a capable man.他是一位有才干的人。
所以楼主刚才的那句话：
