There are 2 types of programs: MA in Sociology and MPhil or PhD in Sociology. The first is course work while the last 2 are research based.

There is no scholarship or any form of financial assistance whatsoever for MA in Sociology. For research degrees, they can give you a lump sum of about 18,000 canadian dollars, sufficient for tuition fee and living cost. You must find your supervisor first, because the money will come from his budget. If you become a teaching assistant, you will get extra.

After said that, your first degree is in economics, so you may have to complete some 4th year or first year MA courses first, before enrollment into the MPhil or PhD programs. You will not quality for any scholarship. Second, very few Chinese students have successfully survive in Sociology because of English. Given that you have only one paper, which you didn't tell if it was published, the chance for you to receive a scholarship is not very high.

Another important consideration is whether you have a professor at your university who has connections with Canada. University adopts a one one one system for research programs, so connection is very important.
