答案是am,为什么不是is

Neither he nor I （will be/am going to be）free tomorrow.

在这里，因为时间是tomorrow，因此用将来时neither……nor这样的句型是采取就近原则，以离谓语最近的主语为基准来选择谓语。

如果是现在时，就应该是Neither he nor I （am）free now.
