This is not as simply as you and some of the respondents think. Based on graduate school economics of monetary policies, every society has M1, M2 and M3. M1 usually is cash, M2 cash and cheques and M3 is M1 plus M2 plus derivatives including bonds.

Cash is for circulation and ideally should be kept at the optimal level. Too much or not enough will cause inflation or deflation.

There is why the government uses bonds (M3) to control the amount of M1 usually by interest rate.

Of course, bonds have other purposes, e.g. long term loan.

In a nutshell, money is only a very primitive form of financial tool, so nowadays, we always talk about portfolio, consisting of cash, stocks, house, etc.

Sorry, this is graduate school economics and business. Since you ask such a "silly" question, I will doubt it if you would understand what I am talking about.

发行纸币须一定的硬通货币(如金银),否则会造成通货膨胀,即纸币贬值.而债券是以政府此后若干年的财政收入为担保的.
