The answer is yes and no.
Legally speaking, you can't transport any illegal stuff, including copied DVDs.
Technically speaking, if those DVDs are in Chinese, the Custom officer can't tell so they will let them go. If they are in English, you can be in trouble.
If you do not mail in bulk, the chance of getting caught is almost next to zero.
That's your judgement call.
