1、这是表示请求的句子。用shall时表示将要做的事情。
2、你说的那种句型中should后只能直接接人称。这道题中can表示推测。“How can it be that he was late for the opening ceremony? ”是反问句，说明说话人不相信Mr.Bush迟到了。
shall 后面直接加个人 就好.MAY I HAVE A LOOK , 固定用法啊.
can 表示可能性, 当然不会用should.
