Could not load a transcoding service xerces panic error

========================
Xerces Panic

Xerces errors are a generic error. Any application that uses XML most
likely uses the Xerces DLL files. These issues were either related to
conflicts with other Xerces DLL's or corrupted registry entries on your
system; they are not limited to Dreamweaver, a quick search on Google
will reveal other apps with the same error. Most users have solved their
issue by doing a clean reinstall of their Operating system. This is a
very drastic move and I do hope we can get a better resolution.

Please try the steps I have listed below:

1. Issue may be caused by conflicts with other applications. Try to
shutdown other application/s running on the background and launch
Dreamweaver, see if the issue persists. The TechNote below might be able
to help you.

2. Check for other Xerces DLL files on your system:

a. Do a find for "xerces*.dll" on your hard drive.
b. Try to rename the ones that are not inside the configuration folder
of Dreamweaver MX to xerces.dll.bak.
c. Launch Dreamweaver MX and see if you will still have the issue.

3. Check if other DLL files are causing conflicts with the Xerces.dll
file. Run the System File Checker (SFC) utility on your system. This
utility will scan system files, as well as DLL files on your system to
make sure that they are intact and that they are on their original
version.
