1、政策是行政管理的方向，不能作为执法依据。法规包括法律和规定，在中国是广义法律的范畴，是有关行政部门管理的依据，法院可依据或者参照有关法规处理有关纠纷；

The most important difference is who makes them. Policy usually is made by government departments. Regulation and law usually are made by legislature. Hence, they are in different level of effectiveness, policy lower, regulation higher.
