它是一种习惯用法~所以不受宾语从句的语法结构限制。同样的还有一句~

一样的~也是习惯用法~~宾语从句里就这两句特殊。
1是对的
因为"发生了什么事情"的本来的语序就是这样.
the matter不是主语
