Chinese regional and urban levels of planning is growing in complexity and sophistication. Most of the large conurbations now consist of a major metropolitan area and a series of smaller satellite cities and the intervening countryside. City planning offices within these regional cities are well established and function on a day-to-day level much as western city planning offices do. As one of the major agencies in local government, city planning bureaux are responsible for conducting or modifying the city plan and city development strategy on behalf of the city council. They also produce plans for other departments, including Tourism Bureaux. The tasks performed are the result of the national and regional Five Year Planning system. They system is similar to many western strategic urban planning approaches.
