1.neither ...nor ... 就近一直原则(在如not..but...;either..or ...：not only..but also...)

2.every A and every B
each A and each B
many a A and many a B
以上三个短语做主语时，谓语动词用单数。
Every boy and (every)girl has a wonderful tool.
Many a boy and many a girl is singing.
需要指出的一点是:几个网友说的与B一致是不严密的.一般情况下是这样的,极少数的情况下为疑问句时就和A一致.所以说就近一致.
neither A nor B看B是单数还是复数，由B决定。
every A and every B，A,B都是单数就用单数
（1）应该根据B判断. neither-nor-,erther-or-,not only-but also-,not-but-以及连接多个并列主语的There be句型，在连接主语时，谓语动词和靠它最近的主语一致。
（2）当不定代词each,every,no修饰名词作主语时，即使连接再多，谓语动词仍用单数
